Filing an uncontested divorce in Norwalk
Last updated October 18, 2026. Legal text approved by the attorney on October 18, 2026.
Norwalk has a courthouse of its own, the Norwalk Courthouse at 12720 Norwalk Boulevard, and a divorce petition from Norwalk is not filed in it. For every Norwalk zip code the court's Filing Court Locator returns the Whittier Courthouse, 7339 South Painter Avenue, for Family Law, and at 90650 and 90651 it returns the Norwalk Courthouse for Unlimited Civil in the same row. The court's Family Law Departments Directory has no Norwalk family law department, its clerk's appointment scheduler lists no FL appointment code there, and its Self-Help Center Locations document lists the Norwalk center for CARE petitions only. This page explains the locator's answer for each zip, the two-way choice in Local Rule 2.3 (the district where either spouse resides, or the Central District), what the Whittier Courthouse is like as the court describes it, and what changes for e-filing, self-help and the judgment packet when a Norwalk case is heard in Whittier. The Los Angeles County page covers the court's fees item by item and the county-wide filing steps; this page does not repeat them.

The court's Filing Court Locator takes a city, a zip code or both and returns a result table, and for Norwalk its Unlimited Civil, Family Law, Restraining Orders and Probate columns split. Queried on October 18, 2026, the locator returned these rows:
- Norwalk (90650): Unlimited Civil, Norwalk Courthouse; Family Law, Whittier Courthouse; Restraining Orders, Whittier Courthouse.
- Norwalk (90651): Unlimited Civil, Norwalk Courthouse; Family Law, Whittier Courthouse; Restraining Orders, Whittier Courthouse.
- Norwalk (90652): Family Law, Whittier Courthouse.
- Norwalk (90659): Family Law, Whittier Courthouse.
A family law petition follows the Family Law column
Divorce is a Family Code case, so the Family Law cell decides a Norwalk petition, and that cell says Whittier Courthouse at all four zips. A note on the search page says family cases are handled as unlimited civil for assignment purposes, which is what makes the Norwalk split notable: here the two columns name different buildings in the same Southeast District, and the Family Law answer is the one that applies.
The locator prints three cautions that a Norwalk filer should read in full. First, on the search page: "a mailing address may not be a proper indicator of true geographic location," with Local Rules Chapter 2 named as the place to find the criteria. Second, on the results page: the courthouse shown "will normally be the location where a case from the selected zip code and community would be assigned, unless Local Rule 2.0 specifies a different location." Third, also on the results page: "the boundary of the district is the centerline of that street." A fourth note, on the search page, mentions "adjustments in caseload distributions in the San Fernando Valley and East Los Angeles areas, and in the North Central District"; Norwalk is not named in it.
The intake asks which courthouse the locator gives for your Norwalk address, and the office settles it with you before any drafting: Whittier Courthouse, unless you elect the Central District under the rule described below. The petition's caption names it, and so does every caption after.
The Norwalk Courthouse, and why the petition does not go there
Local Rule 2.2(b) places two courthouses in the Southeast District: the Norwalk Courthouse at 12720 Norwalk Boulevard, Norwalk 90650, and the Whittier Courthouse at 7339 South Painter Avenue, Whittier 90602. Both are the court's buildings, and both are in the district where a Norwalk resident lives. The court's own documents, read on October 18, 2026, show the family law work of the district at Whittier and not at Norwalk, in four places.
The October 1, 2026 edition of the Family Law Departments Directory, amended October 7, names fourteen family law locations; Whittier is the Southeast District entry, with its departments listed by number, and Norwalk is absent.
On the clerk's office appointment scheduler, each courthouse has a string of appointment-type codes. For the Norwalk Courthouse the codes are CIV, CRM and MH. For the Whittier Courthouse the code is FL and nothing else. The scheduler page does not define its codes, so the page reports the letters as they appear.
General Order 2022-GEN-009-00, which governs e-filing in family law, has a section 5(b) list of family law notification accounts, courthouse by courthouse; the Norwalk Courthouse is not on it, and the Whittier Courthouse's account is given in the e-filing section below.
Room 701 on the 7th Floor at 12720 Norwalk Boulevard is listed, in the court's Self-Help Center Locations document of October 6, 2025, with the note CARE Assistance Only. The same document lists the Whittier center as a center for family law, with the note No Eviction Assistance. A Norwalk resident who walks into the Norwalk Courthouse for help with a divorce form is at a center the court's document reserves for CARE petitions.
Local Rule 2.3: the Whittier Courthouse or Stanley Mosk
The family law filing rule is Local Rule 2.3(a)(1)(B), under which an unlimited civil or Family Code action "may be filed in the Central District or may be filed in a district other than the Central District," and its optional-filing list gives the family law line: "Family law (all matters under the Family Code), where one or more of the parties litigant reside." So a Norwalk divorce can go to the district where either spouse resides (for the Norwalk spouse, the Southeast District, where the locator's Family Law answer is the Whittier Courthouse) or to Stanley Mosk on North Hill Street, the Central District's courthouse. The rule as served carries the amendment line "amended and effective July 1, 2018", and each page of the chapter carries the footer Effective January 1, 2022.
Rule 2.3(a)(1)(D) does not reach Norwalk. Its nine zips (91301, 91302, 91303, 91304, 91306, 91307, 91326, 91361 and 91367) belong to the Northwest District, and the rule sends their family law cases to Central or the North Valley District; none is a Norwalk zip code.
Two further parts of Chapter 2 shape what happens after the petition is filed. By rule 2.11, "Family Law Division courts are direct calendar courts": once assigned, a case stays with one judicial officer for all purposes. Rule 2.3(b)(4) puts district transfers in the hands of the Family Law Supervising Judge, with the motion heard in Department 2 of the Central District. An agreed case has no reason to be transferred.
Two local cover sheets travel with the petition here. Rule 2.3(a)(1)(E) wants the Civil Case Cover Sheet Addendum and Statement of Location (form LACIV 109) with an action presented in any district, and a self-represented party with no counsel signs it; under Local Rule 5.2 the Family Law Case Cover Sheet (form FAM020) goes with the first paper. The office prepares every document, the two cover sheets among them.
The Whittier Courthouse as the court describes it
The court's directory of courthouses gives the Whittier Courthouse's address as 7339 South Painter Ave., Whittier, CA 90602. Its hours, in the directory's words, are that the courthouse is open from 8:00 a.m. to 4:30 p.m. and the Clerk's Office is open from 8:30 a.m. to 4:30 p.m., Monday through Friday, except court holidays. The telephone number the directory gives is (562) 968-2699. Its parking line in full: "Public parking is available for a fee in the parking structure across the street from the courthouse."
The directory's General Directory for Whittier lists these offices: Family Law Clerk's Office, Family Law Facilitator Office, Self-Help Resource Center, Family Court Services - Mediation/Evaluation, and Children's Waiting Room. It lists no civil, criminal or traffic clerk's office and carries no juror information.
The Family Law Departments Directory lists six departments at the Whittier Courthouse: Departments 102, 123, 201, 202 and 302, each marked General Family Law, and Department 301, marked Restraining Orders. A dissolution petition filed at Whittier is assigned to one of the general departments under rule 2.11. The directory names the judicial officer sitting in each department; this page prints the department numbers only.
If you choose the Central District instead, the courthouse directory's index page carries a notice that bears on your papers: it says that beginning May 4, 2026, the court will introduce a new department, or courtroom, numbering system at the Stanley Mosk Courthouse. A Norwalk filer who elects Stanley Mosk under rule 2.3(a)(1)(B) should read Stanley Mosk department numbers in light of that notice; Whittier's numbers are the ones listed above.
Self-help at Whittier, and what the Norwalk center does not do
"Assisting individuals who need to proceed on their own without an attorney" is how the court's Self-Help Center Locations document describes its centers; its in-person services cover protective restraining orders, family law cases, eviction answers and CARE petitions. The Whittier center is at 7339 South Painter Avenue, 3rd Floor, Room 300, marked No Eviction Assistance, which leaves family law among the services it does provide. Printed hours for the family law centers: Monday through Thursday, 8:30 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m.; Friday, 8:30 a.m. to 12:00 p.m. Its Self-Help Call Center number is (213) 830-0845, with hours Monday through Friday, 8:00 a.m. to 4:30 p.m. The Norwalk center, as the section above says, is listed for CARE assistance only, so the Southeast District's family law self-help center is the one at Whittier.
On walk-ins the court's self-help resource text is direct: "Assistance is available on a first come, first served basis and is subject to availability. Spaces fill up quickly." Its two sentences on scope are "We can help you complete your court forms and educate you about court procedures. We do not provide legal advice." Statewide, the Judicial Council's guide says every superior court has free family law help, and its Find Your Self-Help Center listing shows the Whittier Courthouse at 7339 South Painter Ave., Whittier 90602, with N/A where a telephone number would be, no hours, and a link to the court's self-help website.
Whittier's General Directory includes a Family Law Facilitator Office. Scope on the Facilitator page: "child support, spousal support and health insurance issues" for self-represented parties, with no legal advice and no representation in a case or at a hearing. The Facilitator's further work under Local Rule 5.23: mediating support and health insurance issues, preparing stipulations, advising the court, and drafting orders in cases where no party has a lawyer.
The court posts two fillable judgment packets on its self-help site, for couples with minor children and for couples without; the one without children carries Rev 5/2025. Eligibility, in the packet's words: "You and your spouse or partner must agree on all issues of the case." The completion sheet's courthouse question, "What courthouse was your case filed?", comes with the note that the answer may differ from where a trial was held. For a Norwalk case the answer is Whittier Courthouse, or Stanley Mosk if you filed in the Central District. A three-session divorce workshop on the same site ends with a session on completing a default judgment, for the spouse who filed.
In Norwalk, as everywhere in the county, these cases fall outside the flat fee: a case with minor children, a contested case, a business, a pension that needs its own order, real property outside California, a legal separation or an annulment, and a spouse who cannot be found. The Los Angeles County Bar Association Lawyer Referral and Information Service, at 213-243-1525, can refer you to a family law attorney.
E-filing from Norwalk, and the Whittier clerk
General Order 2022-GEN-009-00, dated April 13, 2022, is the court's e-filing order for family law. In its words, "Effective November 15, 2021 the Superior Court of California, County of Los Angeles mandated electronic filing of all documents filed in Family Law cases by litigants represented by attorneys," and section 3(a) adds that "self-represented litigants are exempt from mandatory electronic filing requirements." The office drafts in a limited scope engagement (California Rules of Court, rule 5.425) and makes no appearance, so the order treats you as self-represented: a Norwalk filer may use an electronic filing service provider or take the papers in person to Whittier's Family Law Clerk's Office while it is open.
If you e-file, the order's terms apply. Under section 6(a) an e-filed document must be a PDF in text searchable format, and section 6 puts the duty to redact confidential information on the filer; its examples are initials for a minor and only the last four digits of a Social Security number. Under section 7(a), an accepted electronic filing takes the date of the court day it arrives, counting from 12:00 a.m. to 11:59:59 p.m. Section 12 says that a litigant who holds a fee waiver must have the fees and costs of electronic filing waived as well. Since an amendment effective April 18, 2022, proposed judgments are no longer on the order's exempt list; that binds represented parties, not a self-represented filer, who is outside the mandate altogether.
Court generated documents, section 5(b) says, go out by email from a resource account to the address you registered with your electronic filing service provider, and the section lists one account per family law courthouse. The Whittier Courthouse's account is WH-FLNotification@lacourt.org. There is no Norwalk account in the list, which is one more sign that a Norwalk family law case lives at Whittier. A Norwalk filer who e-files registers an email address with the provider and watches it for mail from that account.
The Schedule Appointment with Clerk's Office page asks you to pick a courthouse, then an appointment type; Whittier shows the code FL. The Norwalk Courthouse appears with CIV, CRM and MH, and no FL. The page does not define its codes, so this page says only that an FL appointment can be selected at Whittier and cannot be selected at Norwalk.
The court's one published drop-box statement is in the ex parte rule. Local Rule 5.3(a)(2)(B) says that ex parte papers may be presented to the Clerk's Office of the district courthouse to which the case is assigned in four ways: through the Clerk's Office's resource account, by fax filing, by drop-box filing, or by physical delivery, for which an advance appointment is necessary. An agreed divorce involves no ex parte application, and the rule is not read here as covering a petition or a judgment packet. The filing instructions for a Norwalk case name the courthouse and the method you have chosen.
The judgment packet when it reaches the Whittier clerk
The county page describes the judgment stage in general. What this page adds is the court's own local rule on the packet, which applies at Whittier as at every courthouse in the county. Under Local Rule 5.17 a default or uncontested dissolution packet must contain the Declaration for Default or Uncontested Dissolution; the Request for Default or the Appearance, Stipulation and Waiver form, whichever applies; the original and three copies of the judgment, of which the court keeps the original and one copy; and two self-addressed, stamped envelopes with the court's address as the return address.
Rule 5.17 also lists the issues that go to a hearing unless settled in writing, and it says two things about a spouse who has not responded but signs the judgment: "The signature of the defaulting party must be notarized," and "Filing fees will not be required from a defaulting party that has signed a judgment." No notary comes from the office, so a Norwalk spouse who signs in that posture arranges a notary where they choose. Stipulated judgments on reserved issues, rule 5.16(b) adds, "may be submitted to the court without appearance."
No court page read speaks to Whittier in particular. Rule 5.3 refers to "the Clerk's Office of the district courthouse to which the case is assigned," and the court's own stipulated judgment packet asks what courthouse your case was filed in, to complete its caption; for a Norwalk case filed in the Southeast District, the courthouse named in the caption is the Whittier Courthouse. Under Family Code section 2336 and California Rules of Court, rule 5.409, the court may enter the judgment on your declaration and hold no hearing. The court's Divorce Overview chart (June 2011), still linked on its self-help site, says "In a small number of complex situations, a hearing is required even for a default divorce," and "The Preliminary and Final Declarations of Disclosure are not filed with the court but are served on the other spouse," which is what Family Code section 2104 provides.
Should a Whittier department ever set a hearing, the court-wide rule on the Family Law Division page applies: "In all Family Law departments and hearing types, the Court has remote video and audio courtroom appearance technology via LACourtConnect (LACC)." A Norwalk filer heard in Whittier has the same remote option as a filer at Stanley Mosk. The office appears at no hearing.
What the office prepares for a Norwalk filing
Law Offices of Rozsa Gyene prepares and reviews every document for a flat fee in a limited scope engagement under California Rules of Court, rule 5.425: $599 for a summary dissolution, $999 for a joint petition and $1,499 for an ordinary petition, each paid to the office and separate from the court's fee. The court's fees are on the Los Angeles County page, item by item; the point to carry over: under Family Code section 2342.5(h) a joint petition pays both first-paper fees, $870, which the Judicial Council's Statewide Civil Fee Schedule effective January 1, 2026 lists at item 99. The engagement includes one revision round of the settlement agreement and the first correction of a judgment packet the court returns; a further round is quoted before any work. The office earns the fee in stages, and if the representation ends early the part not yet earned is refunded.
The filing is yours to make, carrying written filing instructions for the Whittier Courthouse, or for Stanley Mosk if you chose the Central District, which the attorney reviews before they are released to you. The office does not file, does not serve, does not appear in court, does not provide a notary, and does not prepare or record deeds; a title company or another attorney does that work where a Norwalk home changes hands between spouses. The office represents one spouse only; the other spouse is not a client, is not advised, and may consult an attorney of their own choosing.
Family Code section 2320 sets the residence test by state and county only (one spouse, California for six months, Los Angeles County for three, before the petition is filed); Norwalk, Whittier or Los Angeles makes no difference. Under section 2339 at least six months must pass after the other spouse is served or appears before the marriage ends; the judgment states the date (section 2340), and FL-107-INFO places the earliest at six months and one day. Filing in Whittier, or electing Stanley Mosk, or e-filing, changes none of that. The court facts here were read from the court's own pages and documents and the Judicial Council's self-help pages on October 18, 2026; the sources follow.

Common questions
- I live in Norwalk. Do I file my divorce at the Norwalk Courthouse?
- No. At every Norwalk zip code the court's Filing Court Locator answers Whittier Courthouse, 7339 South Painter Avenue, for Family Law; the Norwalk Courthouse appears only under Unlimited Civil. The Family Law Departments Directory shows no Norwalk family law department, and a divorce follows the Family Law column.
- What does the locator say for 90650?
- For Norwalk (90650) the locator's row reads Norwalk Courthouse under Unlimited Civil, Whittier Courthouse under Family Law and Whittier Courthouse under Restraining Orders. The rows for 90651, 90652 and 90659 give the Whittier Courthouse for Family Law as well.
- Why does the locator show the Norwalk Courthouse in one column and Whittier in another?
- The locator answers by case type. Both courthouses are in the Southeast District under Local Rule 2.2(b), and the court's directory places the district's family law departments at Whittier. For a divorce, the courthouse comes from the Family Law column.
- Is Stanley Mosk an alternative to Whittier for a Norwalk divorce?
- Yes. Under Local Rule 2.3(a)(1)(B) a Family Code case may be filed in the district where either spouse resides, or in the Central District, so a Norwalk resident may choose Stanley Mosk at 111 North Hill Street over Whittier. Your choice is settled with the office during intake, before the petition is prepared.
- When is the Whittier Courthouse open, and is there parking?
- The directory gives the courthouse weekday hours of 8:00 a.m. to 4:30 p.m.; for the Clerk's Office the hours are 8:30 a.m. to 4:30 p.m.; both close on court holidays. Paid public parking is in the structure across the street, and the telephone number is (562) 968-2699.
- Can the Norwalk Courthouse self-help center help with my divorce?
- Not by the court's Self-Help Center Locations document, which marks the Norwalk center, 7th Floor, Room 701, CARE Assistance Only. The Whittier center, 3rd Floor, Room 300, is listed for family law with no eviction assistance, Monday through Thursday 8:30 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m. and Friday 8:30 a.m. to 12:00 p.m. The Self-Help Call Center is (213) 830-0845.
- Do I have to e-file from Norwalk?
- No. Attorneys must e-file under the general order; self-represented filers are exempt, and the office's drafting without an appearance leaves you one of them. E-file through a provider or take paper filings to the Whittier Family Law Clerk's Office. E-filed cases receive court-generated documents from WH-FLNotification@lacourt.org.
- Can I make a clerk appointment at Whittier?
- Whittier's listing on the court's appointment page shows the code FL; Norwalk's shows CIV, CRM and MH, without FL. The page does not define its codes, so they are reported here as printed.
- How many copies of the judgment do I bring to Whittier?
- Rule 5.17, the same at Whittier as anywhere in the county, asks for the judgment plus three copies (the court keeps the original and one) and two self-addressed, stamped envelopes bearing the court's address as the return address. Under the same rule, if your spouse never responded but signs the judgment, that signature is notarized and no filing fee is owed.
- Does an agreed Norwalk divorce mean a day in a Whittier courtroom?
- No, when the agreement is in writing: the judgment can rest on your declaration (section 2336; rule 5.409). The court's 2011 chart notes that in a small number of complex situations a hearing is required even for a default divorce; any hearing that is set can be attended remotely through LACourtConnect, which the Family Law Division page describes for all family law departments.
- Does filing in Whittier instead of Norwalk change how long the divorce takes?
- No. Under Family Code section 2339 the marriage cannot end before six months have run from service on your spouse or your spouse's appearance; FL-107-INFO counts six months and one day. The courthouse, the district you choose, and the filing method do not move that date.
- What are the court fees for a Norwalk filing?
- The same as everywhere in Los Angeles County; see the county page for them. The office's flat fees are separate: summary dissolution $599, joint petition $999, ordinary petition $1,499.
